Rule 4 Report is a blog dedicated primarily to the Major League Baseball First-Year Player Draft.  All observations and analyses presented are derived first-hand by the author(s) either by attending games, showcases and other events, watching film, or speaking with credible industry sources (i.e. writers, players, coaches, scouts).  As such, there is a more specific focus on draft prospects from the Carolinas, although commentary on a national scale will be provided when it is responsible to do so.  Also, coverage of pro prospects will be offered under a similar condition.

Jesse Burkhart is a current American League associate scout, Baseball America contributor and Rotoworld columnist.  An alumnus of the University of North Carolina at Chapel Hill, he currently resides in Winston-Salem, N.C.
